The device (20) has wheel axles that are provided with wheels (4-7). A flywheel energy storage device (10) is provided with flywheel (11) that rotatably supports a bearing (15) about the rotation axis (13). The bearing is pivoted against the rotation axis in one direction, to increase the wheel contact force of the wheels. An actuator device (17) is provided to displace the bearing from current position to different position. An independent claim is included for method for operating vehicle.
