PROBLEM TO BE SOLVED: To achieve recording/distribution service at low cost to a plurality of customers who have a monitoring camera.SOLUTION: A monitoring video server is connected to a plurality of monitoring cameras owned by each customer A, B, and C and terminals used by the customers A, B, and C through an IP (Internet Protocol) network, builds a communication path of a VPN (Virtual Private Network) system with the monitoring camera, records a captured image of the monitoring camera, distributes the captured image of the monitoring camera corresponding to the customer when a distribution request is made from the terminal with HTTP (HyperText Transfer Protocol) communication, and performs charge processing on record and distribution of the captured image of the monitoring camera for the respective customers. |
