The purpose of the present invention is to provide a carboxylic-acid surfactant composition that contains a surfactant having at least one other hydrophilic functional group besides a carboxyl group and thus maintains surface activity even with respect to high-hardness water and low-pH water, is foamable, can improve wettability with respect to water, and can be used as a low-toxicity detergent or fire-extinguishing agent. Said composition contains a surfactant that is an alkali-metal salt of a compound that has a carboxyl group and at least one of the following: a hydroxyl group, a carbonyl group, an amino group, or an ether group.
