PROBLEM TO BE SOLVED: To control a moisture content amount in a hydrogen storing device to a specific value or less by a simple process even if a moisture content is introduced into the hydrogen storing device.SOLUTION: A water electrolysis system 10 includes: a high-pressure hydrogen production unit 12 for electrolyzing water to generate hydrogen; a hydrogen tank 14 for storing the hydrogen discharged from the high-pressure hydrogen production unit 12; a hydrogen supply pipe 16 for supplying the hydrogen to the hydrogen tank 14; an adsorption tube 18 disposed in the hydrogen supply pipe 16 to adsorb a moisture content in the hydrogen; and a control device 20 for controlling the overall water electrolysis system 10. An operating method includes the steps of: activating the water electrolysis system 10; measuring an activation time of the water electrolysis system 10; and prohibiting an electrolysis shutdown of the water electrolysis system 10 when the measured activation time is less than a preset time. |
