PROBLEM TO BE SOLVED: To provide a safe apparatus and a safe method by means of which a process cost is reduced and which have no danger of explosion of volatile organic compound gas in desorption gas.SOLUTION: An apparatus for treating exhaust gas containing volatile organic compound includes: adsorption towers A, B which house an adsorbent for adsorbing volatile organic compound and can operate in an adsorption state and an desorption state; an oxidative decomposition apparatus 5 which carries out oxidative decomposition of the volatile organic compounds in desorption gas from the adsorption tower B in a desorption state and discharges decomposed purge gas; a heat exchanger 4 which heats at least a part of the purge gas supplied to the adsorption tower B in the desorption state by heat exchange with the decomposed purge gas of risen temperature; a densitometer 6 for measuring volatile organic compound concentration in the desorption gas; and a desorption temperature controller 7 for controlling desorption temperature that is atmospheric temperature in the desorption tower in the desorption state based on volatile organic compound concentration measured by the densitometer 6 so that volatile organic compound concentration is lower than a lower limit value in a predetermined explosion concentration range of the desorption gas.
