Provided is a control station device capable of using an easy scheduling method in spectrum overlap resource management. A control station device for allocating frequency bands that are used for transmission by each of a plurality of communication devices is provided with a group-setting unit for dividing the plurality of communication devices into a plurality of groups, and a scheduling unit for determining the frequency bands to be allocated to the communication devices. Therein, the scheduling unit allows overlap of allocated frequency bands between communication devices belonging to different groups.
