PURPOSE: An image processing device and an operating method thereof are provided to allocate more codes than a case that a BIBD AND-ACC is used by inserting the BIBD AND-ACC by considering an insertion position in an image when the BIBD AND-ACC is inserted after the generation of the BIBD AND-ACC. CONSTITUTION: A code generating unit(120) generates plural codes. The codes are distributed to plural purchasers purchasing content. An image converting unit(100) divides a unit frame image of the content into block units. The image converting unit classifies the divided image into plural groups. When one of the codes is inserted into the image of the block units, the image converting unit selects one or more groups. The image converting unit inserts the code into the selected group.
