PURPOSE: A cell reselection method and a device thereof are provided to connect a mobile wireless communications device with a network subsystem before connecting the mobile wireless communications device with a wireless communications network. CONSTITUTION: A mobile wireless communications device determines whether a second network subsystem can provide a higher quality connection than a current first network subsystem connected to the device (403). If the current first network subsystem is the best, the mobile wireless communications device starts connecting with the current first network subsystem (405). If the current first network subsystem is not the best, the mobile wireless communications device preferentially reselects the higher quality second network subsystem with which the connection can be started later (404).
