PURPOSE: A room management device, room management system and a method are provided to manage the number of people by checking the occupancy and the actual number of people accessing in real time. CONSTITUTION: A porch door detection unit (110) detects the opening or closing of a door by installing a sensor in an inner part of a room. First to the nth complex detection units (121a, 121n) discretely installs sensors in the first to the nth regions, successively. The first to the nth complex detection units respectively detects motion and direction of people accessing in the respective region. A room controller (130) sets the maximum number of the respective number of people by region by the first to the nth complex detection unit as the number of total people accessing and stores the number. The room controller receives each output signal from an existing porch door detection unit and the first to the nth complex detection unit. A room management server (200) receives the transmitted total number of people accessing from the room controller and identifies the room information.
