PURPOSE: An image decoding method using a motion vector and a storage media capable of being decoded by a computer are provided to reduce the size of memory space needed for storage of the motion vector. CONSTITUTION: A decoder cuts a motion vector of a reference picture with a predetermined dynamic range (S1510). The decoder stores the motion vector which is cut in a buffer (S1520). The decoder deducts the motion vector of a decoding object block by using the stored motion vector (S1530). The decoder performs inter prediction decoding of the decoding object block by using the motion vector of the decoding object block (S1540).
