PURPOSE: A test management system capable of automatically changing a test type according to the seat information of a test site and a method thereof are provided to offer different questions to neighboring seats in a test, thereby preventing cheating in advance. CONSTITUTION: A test management server generates questions for each test applicant from a test information database (S102). The server determines whether identical questions exist among neighboring seats from the questions for each test applicant by referring to the seat information of a test site from extracted test site information (S104).
