PURPOSE: A conductive composition is provided to enable the conductive composition to be thinned and improve chemical resistance, conductivity and handability. CONSTITUTION: A conductive composition includes a mixture of rounded graphite, carbon black and binder resin. The mixture includes 50-70 parts by weight of the rounded graphite 1-15 parts by weight of the carbon black and 15-40 parts by weight of the binder resin based on 100.0 parts by weight of the mixture. The binder resin includes thermosetting resin and elastomer. An average particle diameter of the rounded graphite is 1-30 micron. A conductive substrate includes a metal layer and a layer which is formed on at least one side of the metal layer and made of the conductive composition.
