PROBLEM TO BE SOLVED: To provide a binder serving as a material of an electrochemical capacitor or lithium ion secondary battery excellent in cycle durability and output characteristics.SOLUTION: A binder according to the present invention includes an alginic acid, in a binder binding a conductive assistant and an active material serving as a material of an electrode for an electrochemical capacitor. A binder according to the present invention includes an alginic acid, in a binder binding a conductive assistant and a negative electrode active material serving as a carbon negative electrode for a lithium ion secondary battery.
