PROBLEM TO BE SOLVED: To prevent failure of communication without reducing communication speed in transmitting transmission information using a light emitting tube as a light source.SOLUTION: A micro computer 30 generates a light emission signal according to bits of transmission information at a cycle of a predetermined synchronous clock and controls the light emission of a light emitting tube 20 on the basis of the light emission signal. At this time, the micro computer changes a generating timing of a third light emission signal on the basis of: a first time interval between a first light emission signal instructing a first light emission by a light emitting tube on the basis of the cycle of the synchronous clock and a second light emission signal instructing a second light emission performed after the first light emission; and a second time interval between the second light emission signal and the second light emission signal instructing the third light emission performed after the second light emission.
