PROBLEM TO BE SOLVED: To make fan-driven generator facilities low cost by reducing the capacity of a power storage element.SOLUTION: A capacity rate measuring instrument detects a capacity rate of a power storage element to a target power storage amount. A system output rate computation section computes a system output rate proportional to the capacity rate detected by the capacity rate measuring instrument. A windmill output calculation section calculates a target windmill output from the system output rate computed by the system output rate computation section. An inverter control section controls an inverter so that the output of a power generator of a windmill does not exceed the windmill output. A pitch control section controls a pitch of the windmill so as to maintain a target rotating speed determined by the system output rate computed by the system output rate computation section.
