PROBLEM TO BE SOLVED: To improve the usage efficiency of transmission paths in the case where multicast is performed at the transmission paths having a variety of transmission path characteristics with the use of a wide frequency band.SOLUTION: A communication device is a communication device that multi-casts data to a plurality of receiving stations. The communication device obtains the range of transmission gain permitted by each of the plurality of receiving stations relative to a region of frequencies used when data is multicast, determines that receiving stations which have in common at least part of the range at the region of frequencies equal to or more than a prescribed value among the plurality of receiving stations are members of a group to which a common transmission gain is applied, determines a transmission gain to be applied per group on the basis of the range obtained relative to each of receiving stations included in a group, and transmits data by multicast, applying the transmission gain determined per group.
