PROBLEM TO BE SOLVED: To perform incineration treatment on a chlorine-containing organic substance such as kitchen garbage and animal dung while suppressing generation of dioxin when performing incineration treatment on the organic substance, and to effectively utilize incineration ashes as a land improvement material such as compost and a promotor for aggregating a soil.SOLUTION: After a chlorine-cntaining organic substance is dried up to a water content of 20 wt.% or less and then crushed into grains of up to 10 mm in size, the organic substance E is supplied from a supply port 2 of an incinerator 1 and charged continuously to a carbon layer part 5 of 300°C or higher on a hearth by a screw feeder 3 to prevent endothermic reaction from being caused in the carbon layer part 5, and stable combustion is thus achieved to utilize incineration ashes H as a land improvement material. At an upper part in the incinerator, a high-temperature combustion layer part 13 of 800°C or higher is formed to suppress generation of dioxin on an exhaustion side. |
