<p>PURPOSE: A cooling dehumidification method is provided to maintain dehumidification efficiency by preventing the temperature of the surface of an evaporator from falling down below zero even when the temperature around the evaporator is lowered. CONSTITUTION: A cooling dehumidification device (10) includes an evaporator (200), a compressor (300), a condenser (400), a reheat heat exchanger (500), an expanding unit (600), and a ventilation fan. A bypass valve (730) by-passes the refrigerant of the condenser before being transferred into the reheat heat exchanger. A bypass flow path connects the exit of the condenser with the entrance of the expanding unit to introduce the refrigerant of the condenser, which is by-passed by the bypass valve, into the evaporator. A sensor (710) for detecting the temperature of the evaporator detects the surface temperature of the evaporator. A control device (720) controls the bypass valve so that the refrigerant in the condenser is by-passed to the evaporator, depending on the comparison of the surface temperature of the evaporator and a reference temperature, which are detected by the sensor for detecting the temperature of the evaporator.
