PROBLEM TO BE SOLVED: To provide deblocking filtering apparatus and method based on sequential scanning.SOLUTION: A deblocking filtering apparatus based on sequential scanning includes: a boundary determination section to determine whether or not at least one boundary of a vertical edge and a horizontal edge of a block corresponds to at least one of a boundary of encoding units, a boundary of conversion units and a boundary of prediction units; a boundary strength calculation section to calculate a value of boundary strength with respect to at least one of the vertical edge and the horizontal edge when the determination result is in the affirmative; and a filtering execution section to perform deblocking filtering of at least one of the vertical edge and the horizontal edge by using the calculated boundary strength.
