Modulation units 203-1 to 203-M perform modulation processing on input data Dto Daccording to the modulation parameters. Transmission power adjustment units 204-1 to 204-M adjust the transmission power of a transmission signal so that it matches the transmission power value calculated by the radio resource determination unit 202. A radio unit 205 transmits the transmission signal which has had its transmission power adjusted from an antenna.
