PROBLEM TO BE SOLVED: To provide a three-dimensional data processing device, a three-dimensional data processing program and a three-dimensional data processing method that enable generation of a panoramic image at an arbitrary point of view from multiple pieces of point group data obtained through measurement at multiple measuring points by a three-dimensional measuring device.SOLUTION: A three-dimensional data processing device 1 comprises: a source point group information storage part 16 for storing multiple pieces of point group data 5 that include a three-dimensional coordinate value and brightness for each apex, show an outline of a measured object 6 and are obtained from measurement positions with partially-overlapping measuring ranges; a point group combining part 23 for retrieving multiple pieces of point group data 5 from the source point group information storage part 16, combining them and generating combined point group data 17; and a spherical image generation part 26 for, with respect to a visible apex VA in a range visible from an arbitrary point of view POV different from the measurement position among the apices in the combined point group data 17, generating a spherical image 19 by arranging the brightness of the visible apex VA at a projection position of the visible apex VA to a virtual sphere R with setting the point of view POV as an original point O.
