PROBLEM TO BE SOLVED: To measure an available band corresponding to actual data transmission in a short time.SOLUTION: An image processing part 13 generates video data composed of I frames and P frames from image data obtained through imaging by an imaging part 11. A measurement packet generation part 15 generates a plurality of measurement packets, which have different packet sizes (determined based on a bit rate that a surveillance camera device is compatible with), from data of the P frames. A transmission/reception part 16 transmits the measurement packets at predetermined transmission intervals. A reception interval measurement part 23 of a data reception device 20 measures reception intervals of the measurement packets, obtains information indicative of the maximum packet size of the measurement packets whose transmission intervals are equal to the reception intervals of the measurement packets, and transmits the obtained information to the surveillance camera device 10. A bit rate determination part 18 of the surveillance camera device 10 determines a transmission bit rate of data transmission of the I frames based on the information indicative of the maximum packet size received from the data reception device 20. |
