PURPOSE: A real-time traffic state information transceiving device and a method thereof are provided to reduce the dangerousness of accidents by enabling a user to visually confirm information through a data broadcasting receiver. CONSTITUTION: A real-time state information transceiving device of traffic lights (2) comprises a traffic light information input unit (11), a traffic light fixing information database (DB) (13, 170), and a traffic light state information encoding unit (12). The traffic light information input unit inputs information including signal maintenance time and individual traffic light directions from a traffic light information providing device. The traffic light fixing information DB includes each traffic light identity (ID), an installed location, and a node ID. The traffic light state information encoding unit generates a plurality of recording data by using reference view information provided from a time information providing device.
