PROBLEM TO BE SOLVED: To enable the operation state of an industrial vehicle to be appropriately evaluated and managed.SOLUTION: An industrial vehicle management device manages an industrial vehicle having a travel part and a work part for performing work other than travelling, and an industrial vehicle management system has the industrial vehicle management device. The industrial vehicle management device comprises: a communication part for acquiring operation data of the industrial vehicle; a storage part for storing service data including maintenance costs of the industrial vehicle; and a control part for calculating operation record and the maintenance costs of the industrial vehicle for each unit time to detect time variations of the operation record and the maintenance costs, on the basis of the operation data acquired by the communication part and the service data stored in the storage part.
