PROBLEM TO BE SOLVED: To provide a level adjustment tool enabling the adjustment of the orientation of a plate material while the plate material is fixed to a support base, and to provide a plate material holding device and a method of adjusting the arrangement of the plate material.SOLUTION: A level adjustment tool 10 used for fixing a plate material 11 to a support base 12 includes a base member 14 at which a screw hole 16 is formed and which is fixed to the support base 12, a holding member 15 in which a through-hole 29 and a screw hole 30 are formed, and which is attached to the base member 14 and holds the plate material 11, a first screw 32 the tip of which is fitted to the screw hole 16 in a state of being inserted through the through-hole 29, and the head of which is brought into contact with the holding member 15, and a second screw 33 which is fitted to the screw hole 30 and the tip of which is brought into contact with the base member 14. An angle of the plate material 11 relative to the support base 12 is changed by adjusting the projecting length of the tip of the first screw 32 from the through-hole 29 and the projecting length of the tip of the second screw 33 from the screw hole 30.
