PROBLEM TO BE SOLVED: To secure a speech line with higher probability before a telephone exchange is congested or breaks down in a case of a disaster.SOLUTION: A speech line securing program for securing a speech line causes a communication apparatus 1 as: storage means 12 for storing a first position of the communication apparatus 1 and the phone number of a speech opposite party; reception means 14 for receiving disaster information; discrimination means 15 which discriminates whether the first position is included in disaster occurrence positions included in the disaster information; and call origination means 16 which, when the first position is included in the disaster occurrence positions, originates a call to the phone number stored in the storage means 12.
