A target value or target value range is calculated for each temperature (Th0, Th1, Tf0, Tf1) in a manner such that the warpage of a rail at a normal temperature falls within an allowable range, cooling conditions are set in accordance with the target values or target value ranges, and the head and foot are cooled, on the basis of the relationship between the warpage of the rail when the rail returns to a normal temperature after a heat treatment, and the following temperatures: a cooling start temperature (Th0) of the head of a rail when starting forced cooling of the head, a cooling end temperature (Th1) of the head when ending forced cooling of the head, a cooling start temperature (Tf0) of the foot of the rail when starting forced cooling of the foot, and a cooling end temperature (Tf1) of the foot when ending forced cooling of the foot.
