FRAME - LEVEL RATE CONTROL IN VIDEO CODING USING PARAMETRIC BIT RATE MODEL BASED ON A LAPLACIAN MODEL FOR THE TRANSFORM COEFFICIENTS

Methods, systems and apparatuses for performing frame-level rate control in video coding are provided. Included among such methods, systems and apparatuses is a method that includes obtaining an estimated average variance associated with video residual data, and obtaining a target bit rate. The method also includes using the target bit rate, the estimated average variance and an entropy estimation based on non-identically distributed coefficients, to determine a quantization parameter for transform coefficients of the video residual data. The method further includes calculating quantized transform coefficients using the quantization parameter.
