The primary calculated commission device 200 and each secondary calculated commission device 300 have commission parameter information. The primary calculated commission device 200 generates random number information and transmits it to each secondary calculated commission device 300 and a second communication device 400, and further generates first partial common key information. The N-1 secondary calculated commission devices 300 generate a second piece to an N-th piece of partial common key information and transmit them to a first communication device 100, on the basis of the random number information. The first communication device 100 receives the first piece to the N-th piece of partial common key information and calculates common key information, and the second communication device 400 receives the random number information from the primary calculated commission device and calculates the common key information.
