PROBLEM TO BE SOLVED: To appropriately mount blocks (physical partition or logical volume) to which serial numbers are allocated such as MTD numbers from an application without changing the application even if the blocks are changed.SOLUTION: An MTD number specifying unit 43 for specifying an MTD number of a block is provided from the name of the block; and an application 32 is designated with a block to be mounted with the name of the block. The application 32 specifies the MTD number of the block to be mounted from the name of the block by the MTD number specifying unit 43 at the time of execution of mounting, and designates the specified MTD number to cause a mounting processing unit 44 to execute the mounting.
