PROBLEM TO BE SOLVED: To provide a sheet cutting device that prevents a variation in posture of a cutter housing during cutting of a sheet and reduces a load during rotation of the cutter housing, and to provide an image forming apparatus including the sheet cutting device.SOLUTION: A sheet cutting device 5 includes: a cutter housing 51 movable in a sheet width direction while being retracted from a sheet conveyance path in a sheet thickness direction after cutting of the sheet; a moving member 52 movable in the sheet width direction; a rotary shaft 53 to connect the cutter housing 51 and the moving member 52; and a receiving part 90 and an elastic member 91 switching between a variation restriction state in which a variation in posture of the cutter housing 51 is restricted during the cutting of the sheet and a released state in which the restriction of the variation in posture is released while being retracted from the sheet conveyance path in accordance with the turning of the cutter housing 51.
