The present invention relates to a method and apparatus for selecting a Public Land Mobile Network (PLMN), and according to one embodiment of the present invention, the method for providing a PLMN of a Mobility Management Entity (MME) may comprise the steps of: receiving a request from a terminal; determining whether the terminal prefers VoLTE (Voice over Long Term Evolution) on the basis of the request; and if the terminal prefers VoLTE, transmitting an equivalent altered PLMN list that includes information on whether each PLMN supports VoLTE, or a VoLTE supporting PLMN list that includes only PLMNs supporting VoLTE. According to one embodiment of the present invention, a terminal preferring the use of VoLTE can effectively select an equivalent PLMN supporting VoLTE.
