PROBLEM TO BE SOLVED: To provide a device and method of manufacturing a concrete pole; a concrete pole; and a connecting pole, allowing application of prestress to a steel wire even if the concrete pole has flanges.SOLUTION: A concrete pole 10 includes flanges 14a, 14b projecting in the vertical direction from the outer peripheral surface along the end faces outside a pair of end members 11a, 11b. Casing means 21 forms a hollow shape that allows a portion between each flange 14a, 14b to be inserted into an inner portion of a raw material of the concrete pole 10 and can fix the flange 14a at one end. Supporting means 22 is fixed relative to the casing means 21 and is provided with an interval to the outward surface 14c of the flange 14b at the other end of the raw material. Tension means 23 is supported by the supporting means 22 and is provided so that the flange 14b at the other end of the raw material is pulled in the opposite direction of the flange 14a at the one end of the raw material.
