A method, system and device for service rate control are provided in the present invention. The method comprises: a Packet Data Network Gateway (PGW) receives a Policy and Charging Control (PCC) rule sent by a Policy and Charging Rules Function (PCRF), the PCC rule including a service data stream identifier, a Quality of Service (QoS) Class Identifier (QCI) and an Allocation and Retention Priority (ARP); it is determined that if the PCC rule meets the requirement to establish a new carrier, if yes, a first carrier is established according to the QCI and the ARP, and the service data stream corresponding to the service data stream identifier is bound to the first carrier. The present invention solves the problem that because the rate of some service data stream can continuously exceed its owns Guaranteed Bit Rate (GBR) as a result of its service characteristics, the QoS of other service data streams which co-uses a same carrier with the service data stream can not be met, and therefore the user experience is guaranteed. |
