Provided are: a novel polyglycerin dialkyl or alkenyl ether that is useful as a gemini type surfactant with high hydrophilicity; and a cosmetic composition containing the polyglycerin dialkyl or alkenyl ether. This polyglycerin dialkyl or alkenyl ether is represented by formula (1). In the formula, R1 and R2 are the same or different and are a straight chain or branched chain alkyl group which may have a hydroxyl group, or a straight chain or branched chain alkenyl group, and n indicates the number of glycerin units and is an integer of 2 or more.
