The present invention relates to an idea wheel-based data creating apparatus including: a DB management unit for storing and managing data; a visual basic application (VBA) unit for reading the data stored in the DB managing unit and creating a UI having a groove which is a reference position, and a wheel enclosing the groove as an idea wheel; a logical structure unit for setting XY coordinates for the idea wheel, dividing the idea wheel into a sector unit with the set XY coordinate being a reference, and arranging data for each cell unit to a wheel included in each sector; and a wheel controller for controlling the idea wheel to allow a user to edit the ideal wheel displayed through the UI for each sector, wheel, and cell unit. |
