PROBLEM TO BE SOLVED: To provide black titanium oxynitride powders having high blackness and light shielding, having a large specific surface area, being excellent in dispersibility for a long term when turned into a coating liquid, being hard to cause the precipitation of a pigment and being suitable as a black matrix material and their producing method and the like. SOLUTION: The black titanium oxynitride powders are produced by that the reducing treatment of granulated powders granulated by using a polymer binder where titanium oxide powders are dissolved in water or an organic solvent is performed by being in contact with a high temperature ammonia gas and are characterized by having an oxygen content of 3-13%, a nitrogen content of 18-25%, a carbon content of 0.3-10.0%, a balance of Ti, a specific surface area of 25 m<SP>2</SP>/g or more, a blackness (L value) of 8.5 or more and a specific gravity of 4.2 or less.
