<P>PROBLEM TO BE SOLVED: To provide a fuel cell system not damaging stability in starting in the next time; and to provide its operation method. <P>SOLUTION: When an ignition switch 61 is turned off, a hydrogen shutoff valve 24 is closed, and a fuel gas passage is closed in a state that hydrogen is left. At the same time, a fuel cell FC and a discharge resister 54 are connected and discharge is conducted to continue power generation, a purge valve 27 is opened at a small opening, and an introduction valve 37 is opened.
