<P>PROBLEM TO BE SOLVED: To set a CIO value on the basis of handover statistical information in an actual operation without executing a running test or the like. <P>SOLUTION: This invention relates to a CIO setting management device (OMC1, 2) of a base station (eNB11-14) to which a plurality of mobile stations (UE21) are wirelessly connected, wherein a control means (control sections 100, 103) refers to cell stay time information included in communication history information (UE History Information) transmitted from the base station, retrieves a short time stay cell whose cell stay time is shorter than a stipulated value, and generates and outputs traffic information capable of outputting the CIO value for reducing the number of handover calls through the short time stay cell. <P>COPYRIGHT: (C)2010,JPO&INPIT |
