PROBLEM TO BE SOLVED: To provide an incoming call distribution system for distributing an incoming call to an operator terminal in a substantially-communicable state, and to provide an operator terminal management device and an incoming call distribution method. SOLUTION: The incoming call distribution system for distributing an incoming call from an external device comprises a plurality of operator terminals communicable with the external device, an operator terminal management device for managing status information indicative of the operating state of an operator terminal set for each of the plurality of operator terminals, and an incoming call controller for distributing an incoming call to one of the plurality of operator terminals based on the status information. The operator terminal management device updates the status information set for each of the plurality of operator terminals based on confirmation information indicating whether or not a specific operator has been recognized for each of the plurality of operator terminals.
