CONSTITUTION: A communication unit connects one or more base stations. A control unit collects channel information between a terminal and the base station connected to the communication unit (406). The control unit determines an interference base station in the terminal by using the collected channel information (416). The control unit controls the base station to select a scheduling terminal by using the interference base station information (418).
