PURPOSE: An advanced treatment device for waste water is provided, along with a method thereof. The advanced treatment device performs high class treatment of organic waste water with high concentration level including livestock wastewater, so that the costs, facilities and time of the treatment and operation expense can be reduced throughout the whole process. CONSTITUTION: An advanced treatment device for waste water has a flow control bath (20), an aerator (2), a hollow fiber membrane (10), a pump (1), and a decanter (30). In the advanced treatment device, the hollow fiber membrane is disposed in the aerator to perform high class treatment of waste water, the pump forcibly imposes stream velocity and vibration on the waste water in the hollow fiber membrane to shake foreign substance out of the hollow fiber membrane, and the decanter squeezes solid material filtered in the flow control bath to inject the liquid phased material in the flow control bath again and sends the solid material to compost manufacturing equipment.
