PURPOSE: A thermosetting silicone resin sheet is provided to have excellent workability, to be easily attached to the surface of an LED diode, and to have the stable dispersion state of phosphors. CONSTITUTION: A thermosetting silicone resin sheet (11) includes a layer (1) including a thermosetting silicone resin composition containing phosphors in a solid state or a semi-solid state at room temperature; and a layer (2) including a thermosetting silicone resin composition which does not substantially contain phosphors in a solid state or a semi-solid state at room temperature. A manufacturing method of a light emitting device having an LED diode surface includes a step of coating and sealing the surface of the LED diode by heat-curing the resin sheet.
