The method involves sacrificing a base layer and a superficial coating layer on entire thickness by a grader ripper, and crushing a material torn off by scarification to obtain a milled material having aggregate particles by a crusher, where the crusher comprises a rotor with fixed hammers. The milled material obtained by the crushing is treated to form another base layer for a roadway by watering the milled material using 1 to 5 liters of water on per square meter of surface of roadway.
