Provided are a method and device for scheduling the uplink data rate of a user terminal. The method comprises: a base station receiving a double-stream signal sent by a user terminal using a UL MIMO transmitting mode, the main stream signal of the double-stream signal being transmitted in a main stream equivalent subchannel, and the auxiliary stream signal of the double-stream signal being transmitted in an auxiliary stream equivalent subchannel; the base station configuring a main stream scheduling permission value corresponding to the auxiliary stream equivalent subchannel, and calculating an auxiliary stream scheduling permission value corresponding to the main stream equivalent subchannel in accordance with the signal-to-noise ratio of the main stream equivalent subchannel and the auxiliary stream equivalent subchannel; and the base station controlling the data rate of the user terminal in the main stream equivalent subchannel through the main stream scheduling permission value, and controlling the data rate of the user terminal in the auxiliary stream equivalent subchannel through the auxiliary stream scheduling permission value. The technical solution of the present invention can achieve the purposes of reducing system interference in a UL MIMO transmitting mode and guaranteeing the system error code performance.
