PROBLEM TO BE SOLVED: To provide a radio network and communication method, capable of exactly performing secret setting of line switching call.SOLUTION: A radio communication system includes a radio access network 10 and a radio communication apparatus 60. The radio communication apparatus 60 includes a controller 61 for setting an initial value used after reconfiguration for encryption of a radio access bearer in reconfiguring the radio access bearer between DCH, and E-DCH of an uplink and HSDPA of a down-link, and a transmission/reception section 62 that transmits the initial value set at the controller 61 and used after reconfiguration to the radio access network 10. |
