PROBLEM TO BE SOLVED: To provide a clothing finishing agent composition capable of suppressing the occurrence of fluff or pills and improving the easily-washable property of the clothing finishing agent composition remaining in clothing even in cleaning under a neutral condition without deteriorating the ductility of the clothing, and to provide a treatment method of the clothing using the clothing finishing agent composition.SOLUTION: A clothing finishing agent composition contains: a polymer (A) containing a (meth)acrylic ester (a1) having a 1-16C alkyl group and an ethylenic unsaturated carboxylic acid or the salt thereof (a2) and having glass transition temperature of ≥-40°C and <0°C; a cationized starch (B); and water. The content of the (meth)acrylic ester (a1) in the polymer (A) is 70-99.5 mass% and a ratio [(A)/(B)] of the number of moles of anions in the polymer (A) to the number of moles of cations in the (B) is 10-200.
