PROBLEM TO BE SOLVED: To prevent flickering by performing selection of an encoding conversion unit adaptively depending on the image data, and minimizing unnecessary switching of the encoding system.SOLUTION: An encoder 112 includes a plurality of encoding conversion units 154 for encoding image data sequentially into encoded data, an image determination unit 162 for determining whether the image data is still images or a video, a data selection unit 164 for selecting the encoded data from the encoding conversion unit corresponding to an error accumulation part of smallest error accumulation result if the image data is determined as still images, and selecting the encoded data from one predetermined encoding conversion unit if the image data is determined as a video, and a data output unit 166 for outputting the encoded data thus selected. |
