<p>A first system that applies the present invention comprises: a first control circuit for controlling a drive circuit that drives a cooling device; a second control circuit for controlling the drive circuit; a switching circuit for connecting either one of the first control circuit or the second control circuit to the drive circuit; and a switching control means for controlling the switching circuit and switching the circuit connected to the drive circuit from the first control circuit to the second control circuit when a failure has occurred in the first control circuit. Through this switching, the present invention promptly deals with failures that occur in the control device for controlling the first control circuit.</p>
