PROBLEM TO BE SOLVED: To prescribe how base layer and enhancement layer access units should be reassembled, in the H.264/AVC standard and the MPEG-2 systems standard.SOLUTION: Access units of an enhancement layer program stream are delimited by inserting a delimiting syntax structure into the enhancement layer program stream.
